Unfortunately, a rain stick consists of a club-shaped piece of wood with lots of nails pounded into it. It’s easy to see why a TSA droid might mistake it for a weapon, especially when it goes through the x-ray machine and they can see all of those spikes.
Truth is that a rain stick is light, hollow and brittle. It would probably break harmlessly in two, spilling the seeds inside all over the place, if you tried to hit someone with it.
