For the record, RCI knows about mouthwash as a smuggling technique, and I suspect they know about most other tricks as well – they have the Internet too. In their policies they explicitly mention the right to examine mouthwash and other bottles containing liquids. In my (completely uneducated) opinion, they are probably trying to maintain a balance between keeping out massive amounts of liquor and not looking like jerks for being too suspicious or too strict, so they don’t go crazy with the searches.
