Outside-not-balcony are not very many, true: lower decks + a few forward on upper decks + a very few at the aft corners on upper decks.
This is partly due to this class of ship being heavily biased toward balcony room inventory and (probably) partly due to the block of rooms given to the Home Office for JCCC3, the request for which in turn was (very probably) biased by the results of the post-JCCC2 survey and pre-registrations.
